
Tipra Motha Party Supremo Pradyot Kishore Debbarman is planning to move the Supreme Court over the unprecedented delay in getting governor’s assent on Bills which had been passed by Tripura Tribal Areas Autonomous District Council.
Speaking to Tripura Times, Debbarman said, “A total of 37 Bills are pending for clearance from the governor. Around 16 to 17 of them are related to the customary laws of the tribal communities. A significant number of them are related to land and some of them are related to ease of doing business.”
Stating that the governor has the right to return the Bill if he finds something worth modification, Debbarman said, “It shall give us an opportunity to rethink the matter and get it modified so that it can be enacted as a law. But, if the Bills are withheld without any specified time limit, the legislative powers of the TTAADC stands censured and curtailed.”
Referring to the recent Supreme Court judgement on State of Tamil Nadu v. Governor of Tamil Nadu case in April 2025 that addressed the issue of Governors delaying or indefinitely withholding assent to bills, Debbarman said, “In our case, the state government acts as an intermediary. On behalf of us they forward the Bills to the Governor for assent. Our argument is that we need some sort of transparency in the whole process. The governor has the authority to either reject or give his assent to the Bill. And, it must have a specific timeframe.”
Debbarman also added that Bills of the CPIM regime are also pending for governor’s assent.
It should be noted here that despite being in alliance, Tipra Motha Party led by Debbarman had filed multiple court cases in the past as well seeking elections to the Village Committees of TTAADC.
