Evaluation & Monitoring of Schemes is necessary: Tripura Dy. CM

Agartala Oct 19: A three-day workshop on “Monitoring and Evaluation” has commenced at Prajna Bhavan in Agartala on Wednesday.
The workshop has been organized by the Planning and Co-ordination Department in collaboration with the Development Monitoring and Evaluation Office (DMEO), NITI Aayog. Deputy Chief Minister Jishnu Dev Varma inaugurated the workshop in presence of other officials.
Addressing at the program, the Deputy Chief Minister said, “There are numerous schemes under state and central government, but we and the people are unaware of what is actually going on. If the schemes are really working for its purpose or are just a waste of funds”.
He added, in this situation there is an urgent need of evaluation and monitoring from the grassroot level.
The Deputy Chief Minister further said, it is not any fault finding mission but an improvement to reach the goal.
Talking about various schemes implemented in the state the deputy Chief Minister said, “We have identified 12 aspirational blocks across the state but we are not sure if all sorts of benefits are reaching out to the inhabitants of those blocks. This shows the necessity of monitoring and evaluation”.
He added, the state government is working with the motto of “The Last Man First” with development being the goal.
Addressing the trainees from different departments at the first day of the workshop, Dr Ashok Sinha VC Innovation and Transformation AAYOG Tripura said, “Only monitoring and evaluation won’t help but feedback is equally important”.
He added, the workshop will be successful only if implementation of the learning is done.
“We can always make course correction while moving forward in working on a scheme”, said Dr Ashok Sinha.
The Development Monitoring and Evaluation Office (DMEO) is an attached office of NITI Aayog. Constituted in September 2015 by merging the erstwhile Program Evaluation Office (PEO) and the Independent Evaluation Office (IEO), DMEO works to fulfill the monitoring and evaluation (M&E) mandate and to build the M&E ecosystem on India.
DMEO has been mandated to actively monitor and evaluate the implementation of schemes, programs and Initiatives of the Government of India (GoI) to strengthen their implementation and scope of delivery on an ongoing basis. Further, evidence-based policy making should be integral to the overall governance structure in New India. To achieve this, it is important to be able to track performance, determine outcomes to understand how well a scheme is performing, and to help diagnose reasons for poor performance and generate recommendations for course correction.
Apart from the Deputy Chief Minister Jishnu Dev Varma and Dr Ashok Sinha, Brijesh Pandey Secretary Planning Dep, Avinash Das Director DMEO NITI AAYOG and other officials of the department remained present at the program.
