State commissioner for PwD to be appointed within 2-months, Govt tells HC

The Tripura High Court has recorded progress made by the state government in implementing measures for persons with disabilities, including the creation of the post of State Commissioner for Persons with Disabilities and recruitment against vacancies reserved for persons with blindness and low vision.

A division bench comprising Chief Justice M.S. Ramachandra Rao and Justice Biswajit Palit passed the order while hearing a public interest litigation (PIL) filed by the All Tripura Blind Association and others.

During the hearing, the Secretary of the Social Welfare and Social Education Department appeared through video conferencing and informed the court that the post of State Commissioner for Persons with Disabilities had been created under the Rights of Persons with Disabilities Act, 2016.

The secretary told the bench that the process of filling the post would take about two months.

The court was also informed that all departments of the state government had furnished details of vacancies earmarked for persons with blindness and low vision.

According to the submission, some departments do not have such posts, while in others the reserved posts have either been fully or partially filled. The recruitment process for the remaining vacancies is underway in several departments, and timelines have been fixed for completing the appointments.

Recording the submission, the bench observed that it was satisfied that the state government was taking the necessary steps in the matter.

In view of the progress reported, the court dispensed with the personal appearance of the Secretary, Social Welfare and Social Education Department until further orders.

The bench posted the matter for further hearing on October 14, 2026.
