THRC seeks enquiry report on ‘irregularities’ of mid-day meal distribution in city school

The Tripura Human Rights Commission (THRC) headed by Justice Arindam Lodh has sought a detailed report from the Director of School Education (Elementary and Secondary Education) over allegations of financial irregularities and the supply of unhygienic mid-day meals at Mahatma Gandhi Memorial Higher Secondary School.

The Commission acted after receiving a complaint purportedly signed by several guardians of students, including Niranjan Das, Ranjit Das, Dilip Roy, Rakhal Roy, Jiban Ch. Saha and Biplab Saha. Among the complainants, only Niranjan Das provided his address and contact details.
According to the complaint, students of the school were allegedly served unhygienic and poor-quality mid-day meals that were unfit for consumption. The petition also alleged that several students fell ill after consuming the food.
The complaint further levelled serious allegations against the school's Headmaster, Titu Saha, accusing him of financial misappropriation in connection with admission and re-admission fees, development charges and the implementation of the mid-day meal scheme. It also claimed that rice meant for the mid-day meal programme was diverted and sold in the open market.
In addition, the complainants alleged that profits were generated through the sale of books, school bags and notebooks to students. The petition contained several other allegations relating to the school's administration.
The complaint was accompanied by a photograph purportedly showing the quality of the food served to students, along with copies of newspaper reports highlighting the issue.
After examining the petition, the Commission observed that it would be appropriate to obtain an official enquiry report before taking cognisance of the matter.
Accordingly, the THRC has directed the Director of School Education (Elementary and Secondary Education), Government of Tripura, to conduct an enquiry into the allegations and submit a report before the Commission.
The matter has been listed for further hearing after three weeks, when the Commission will consider the enquiry report before deciding on the next course of action. The next hearing has been scheduled for August 08, 2026.
