In a significant policy shift, the Tripura government has restructured the administrative framework for sand extraction and management, transferring primary responsibility from the Forest Department to the Department of Industry and Commerce. 

The new system came into effect on September 1, 2026, with a formal notification issued from the Directorate of Industry and Commerce at Khejurbagan, Agartala.

Under the revised arrangement, the Industry and Commerce Department will now oversee all matters related to sand mining, including application processing, renewal or extension of permits, approval of mining plans, execution of mining leases, and associated documentation. Administrative and regulatory functions connected to sand extraction will also fall under its purview.

The government notification clarified that leaseholders, applicants, prospective operators, and other stakeholders must henceforth approach the Industry and Commerce Department or the Directorate for all sand‑related activities. Applications and supporting documents must be submitted in accordance with prescribed rules, guidelines, and government orders.

While the Forest Department will no longer serve as the primary authority for routine permissions and approvals in sand mining, it will continue to exercise jurisdiction over matters falling within its legal domain or specific responsibilities separately assigned by the state government.

Officials emphasized that the new framework is designed to streamline sand extraction management, improve transparency, and ensure compliance with regulatory norms. 

The government has urged all stakeholders to familiarize themselves with the revised system and extend full cooperation to ensure effective implementation.
