Tripura’s reform achievements took center stage in Bihar this week as a senior delegation from the Government of Tripura visited Patna for a one-day Knowledge Transfer and Experience Sharing programme.Â
Â
The initiative, hosted at the invitation of the Chief Secretary of Bihar, highlighted Tripura’s nationally recognized leadership in Compliance Reduction, Deregulation, and Ease of Doing Business reforms.
Â
Tripura has emerged as a frontrunner in deregulation, becoming the first state to fully implement all 23 priority areas under Phase-I of the national Compliance Reduction & Deregulation exercise. The Cabinet Secretary of India has formally commended Tripura’s pioneering role, urging the state to maintain its momentum in Phase-II. The state also secured the Joint No. 1 rank in Deregulation 1.0, alongside Odisha and Uttar Pradesh.
Â
The delegation, led by Chief Secretary J K Sinha, included senior officials such as Kiran Gitte, IAS, Secretary, Industries, and Abhishek Singh, IAS, Secretary, Urban Development, along with officers from the Industries Department and members of the SWAAGAT team. The meeting at the Old Secretariat Bhavan was attended by the Chief Secretaries of both states and senior Bihar officials engaged in deregulation and BRAP reforms.
Â
Tripura’s team presented its reform journey, detailing strategies, coordination mechanisms, and execution frameworks that enabled successful implementation. A major highlight was SWAAGAT, Tripura’s State Single Window Portal, which has become the backbone of reform delivery. The portal integrates departmental workflows, ensures transparency, and provides time-bound online approvals, significantly reducing regulatory complexity.
Â
The role of Tripura’s homegrown startup, iLogitron Technologies Pvt. Ltd., was also showcased. The firm has been instrumental in developing and maintaining SWAAGAT, now recognized nationally as a best practice in e-Governance. Project Director Abhishek Dhar and Technical Director Debasish Dhar shared insights into the portal’s architecture and scalability, emphasizing its alignment with reform goals.
Â
Discussions also touched upon the possibility of transferring SWAAGAT’s technology to Bihar, reflecting the spirit of cooperative federalism and inter-state collaboration in digital public infrastructure. The programme concluded with a state lunch hosted by the Bihar government, reinforcing institutional ties and reaffirming both states’ commitment to advancing citizen-centric governance and ease of doing business reforms.
