Agartala, Apr 5: Tripura has emerged as the ‘best performer’ in the implementation of E-procurement among the Northeastern States.
Finance Minister of State Pranajit Singha Roy while addressing a press meeting in the Secretariat on Wednesday said a national workshop on E-procurement was organized at the India Habitat Centre in New Delhi on March 27 with the joint initiative of the Ministry of Finance and the Ministry of Electronics and Information Technology. In the workshop, Tripura was selected as the best performer among the NE states for the implementation of e-procurement.
He also said several departments of the State Government were awarded by the Central government for excellent performances in implementing projects during the last five years.
“The Power Department of the State was awarded for completing works under the Soubhagya Yojana within the stipulated time. Besides, the State emerged as ‘best performer’ in Agriculture and Panchayat empowerment”, Singha Roy said.
The Finance Minister informed the media, the Comptroller and Auditor General (CAG) of India in its State Finance Audit report, 2021-22 lauded the State government for the successful implementation of e-payment for all financial transactions except the regular pension of the State Government employees.
“As per the CAG report, 80.13 per cent of transactions were done through e-payment”, he said.
Singha Roy extended gratitude to Chief Minister Dr Manik Saha and ex-finance Minister Jishnu Dev Varma as well as thanked all the officials of the Finance department saying that departments of the State government are working with transparency using the E-procurement system.
The Finance Minister highlighted the benefits of the E-procurement system saying that the system has brought transparency in Government purchases, and helps medium and small entrepreneurs. It also removes the possibility of manipulation in prices by the traders by forming a group.
Singha Roy said, “Total 9815 tenders worth Rs 7271 crore were called through the E-procurement portal in three years (2020-21 to 2022-23)”. He also presented details of the GeM facility.
Referring to the State Finance Audit Report of the CAG, he said, as per the report, 64 Controlling Officers 100 per cent matched with the receipts and expenditures of the CAG.
The State Government efficiently managed the financial system for 2022-23 along with more capital expenditure. Besides, the State government also increased financial facilities for State Government employees, pensioners, DRW, Anganwadi and ASHA workers and others.
He informed the media that total capital expenditure is pegged at Rs 2374 crore in 2022-23 compared to Rs 1423 in 2021-22. The Finance Minister also briefed the media on the collection of its own tax and revenues.
