The Election Commission of India (ECI) has launched a technology-based system to provide real-time voter participation updates during elections. This initiative reflects the ECI’s commitment to delivering timely and transparent information to the public, as detailed in a recent press statement.
New System for Accurate Voter Turnout Data
Under the existing Conduct of Election Rules, 1961, the Presiding Officer submits Form 17C to polling agents after voting concludes, documenting the total votes cast. While this legal process remains unchanged, the Voter Turnout (VTR) app will now be updated to facilitate quicker access to turnout data.
With this new technology-driven approach, Presiding Officers will upload the number of votes cast every two hours during polling day via the ECINET app. This system will automatically aggregate data at the constituency level, enabling real-time estimates of voter participation. By the time polling ends, officials and citizens will have immediate access to accurate turnout figures without delays. The VTR app will be integrated into ECINET before the Bihar elections, ensuring its smooth implementation.
Transition from Traditional Reporting Methods
Previously, sector officers manually collected voter participation data and relayed it via phone, SMS, or an app to the Returning Officer every two hours. The cumulative count was then entered into the VTR app, leading to significant delays of 4-5 hours in updating official turnout percentages. This lag often resulted in misinterpretations or discrepancies in reported figures.
The new system eliminates delays, ensuring swift and accurate reporting. By streamlining data collection at polling stations and automating constituency-level calculations, the Election Commission enhances transparency and improves public confidence in electoral processes.
As India moves toward digitally empowered governance, this initiative marks a significant step forward in election management, ensuring that voter turnout information is accessible, precise, and delivered in real-time.
