With the urban local body elections entering a crucial phase, the Tripura State Election Commission has deployed 33 election observers across the state to oversee the electoral process and ensure close monitoring from nomination scrutiny to counting of votes. The observers have been tasked with independently assessing field-level developments and reporting directly to the Commission throughout the election period.
State Election Commissioner Pradeep Kumar Chakraborty said the observers were briefed at a meeting held at the State Guest House before being dispatched to their respective jurisdictions. The officials were instructed on their roles, reporting responsibilities and procedures to be followed during different stages of the election process.
According to Chakraborty, the observers would remain present during the scrutiny of nomination papers and subsequently monitor developments on the ground, interact with Returning Officers, visit polling stations and submit a series of reports to the Commission at key stages of the election. Their assessments will cover nomination scrutiny, withdrawal of candidature, polling, counting and any other significant developments requiring the Commission's attention.
Describing their role as crucial to maintaining transparency, the State Election Commissioner said election observers function as the Commission's eyes and ears in the field. Their responsibility is to independently observe proceedings, document any violations of electoral norms, report incidents of violence or irregularities and provide objective feedback. However, they are not empowered to issue directions to Returning Officers and are expected to maintain complete neutrality throughout the process.
The observers will continue their duties until the completion of counting and, if required, their reports may also be taken into consideration while assessing the need for re-polling in any area.
During the interaction with reporters, Chakraborty also addressed allegations regarding the use of Electronic Voting Machines (EVMs). He asserted that the conduct of the elections through EVMs is fully in accordance with existing legal provisions and electoral rules. He pointed out that the current municipal elections mark the third occasion on which EVMs are being used in the state for such polls and maintained that there has been no deviation from the prescribed framework.
Responding to opposition allegations that certain candidates were prevented from filing nominations in places such as Mohanpur and elsewhere, the Election Commissioner rejected the claims. While acknowledging that complaints had been raised both verbally and in writing and that opposition representatives had staged demonstrations before the Commission, he said the information received from electoral authorities did not support the allegations.
Chakraborty stated that he had remained in regular communication with Returning Officers and District Municipal Election Officers over the last several days and that none had reported incidents involving obstruction of candidates during the nomination process.
He further said elaborate security arrangements had been put in place around Returning Officers' offices and on routes leading to nomination centres to ensure that candidates from all political parties could file their papers without difficulty. Reports received from electoral authorities, according to him, indicated that the nomination process had proceeded smoothly.
The State Election Commissioner added that law enforcement agencies had also informed the Commission that no formal complaint had been lodged alleging assault or prevention of any candidate from reaching nomination centres.
Reaffirming the Commission's commitment to a fair electoral process, Chakraborty said all contesting parties had been given equal opportunity to participate in the elections and that adequate measures had been taken to safeguard transparency, security and accessibility throughout the nomination process.
As scrutiny of nomination papers begins and polling preparations gather pace, the deployment of observers is expected to strengthen monitoring mechanisms and provide the Commission with real-time assessments from every municipal jurisdiction across the state.
