THRC seeks replies from Air India Express, DGCA on pilot's complaint

Tripura Human Rights Commission (THRC) has issued notices to Air India Express and the Director General of Civil Aviation (DGCA) on a complaint filed by an Agartala-based pilot alleging violation of his human rights in connection with his employment, an official order said.

A bench headed by THRC Chairperson Justice Arindam Lodh took cognisance of the complaint filed by Captain Partha Bhowmik and directed the Union of India through the DGCA, and Air India Express, represented by its Chief Executive Officer (CEO) and Chief Operating Officer (COO), to submit their responses.

According to the complaint, Bhowmik alleged that he was compelled to execute a training bond after being assured of a posting at Kolkata and promotion but was subsequently denied those benefits. He further alleged that he was not paid salary for around 13 months between October 11, 2023 and June 22, 2026, and was terminated from service on June 22 this year without due notice.

The complainant also alleged that the airline withheld his No Objection Certificate (NOC) and other employment-related documents, preventing him from securing alternative employment.

He claimed that the introduction of a Group Seniority List in August 2024 adversely affected his promotional prospects, causing substantial career losses. He further alleged that stoppage of salary and termination resulted in severe financial hardship, forcing him to mortgage gold jewellery, default on loan repayments and face recovery proceedings.

The complaint also stated that withdrawal of corporate medical benefits following his termination adversely affected the treatment of his 78-year-old mother, who was admitted to an intensive care unit on June 26, 2026.

Bhowmik sought a detailed inquiry into the alleged human rights violations, disciplinary action against the officials concerned, immediate release of his NOC and other employment documents, payment of Rs 2.44 crore towards alleged outstanding dues, Rs 1 crore as compensation for psychological harassment and wilful misconduct, and total compensation of Rs 3.44 crore.

After examining the complaint and supporting documents, the commission observed that Bhowmik had earlier served as a pilot with Vistara and later received a fresh appointment letter from Air India Express following the restructuring of the Tata Group airlines.

The commission noted the complainant's allegations that his service conditions, salary structure, career progression and other benefits were adversely affected after the merger, while medical insurance coverage for him and his mother was also discontinued without notice.

Taking a prima facie view that the allegations disclosed issues affecting the complainant's human rights, the commission issued notices to the respondents and directed them to file their replies on the next date of hearing fixed at September 02, 2026.
